| 摘 要： | 廉价政府是指由于政府行政职能的转变、行政效率的提高和行政成本的合理降低,使得老百姓能够获得优质服务并能承担得起。而这样一种政府的建立必然要求改革其行政模式。行政管理模式的创新也是当今的世界潮流。
