如何依法培养我国的新型农民

在当今实施依法治国方略的时代背景下,培养我国“有文化、懂技术、会经营”的新型农民也应该依照法律规定进行。我们应在农村大力实施“五五”普法,树立和加强农民的法律意识;实施《职业教育法》,锻造农民的就业能力;施行《科学技术进步法》和《可再生能源法》,提高农民的科技素质;贯彻《村民委员会组织法》,提高农民的自治能力;严格推行《义务教育法》,培养新型农民从娃娃抓起。

Bring up the New Type Peasantry in the Socialism Country

While promoting to build a new socialist countryside is the most arduous task,a principle that must be followed to implement the scientific concept of development in an all-round way is to make overall planning for urban and rural development.Therefore,against the time background of implementing the strategy of ruling by law,it is essential to train,according to law,the new-type farmers who have knowledge,understand technology and business,and to cultivate the law consciousness of new-type farmers.We should make every effort to carry out the 5th 5-year plan of popularizing law in rural areas so as to cultivate and heighten farmers' law consciousness.It is also important to enforce the Vocation Education Law so as to improve farmers' employment ability;We should put the Law on Science and Technology Progress and the Law on Regenerable Energies into effect so as to heighten the farmers' quality of science and technology;We should also implement the Organizational Law for Village Committees so as to improve farmers' autonomous ability and strictly enforce the Compulsory Education Law so as to train the new-type farmers from childhood.
