对新时期党的社会管理理念新发展的解读

新的历史时期，社会系统性的风险不断加大，迫切需要加强和创新社会管理以协调社会关系、规范社会行为、化解社会矛盾、促进社会公正。胡锦涛“2·19”讲话，表明我党在社会管理的指导思想上逐步实现从“革命党’’向“执政党”的转变。这种执政党式的社会管理理念符合时代发展和现实需求。我党根据经济转型发展给社会建设带来的新情况，在管理主体、维稳理念、管理职能、管理体制、管理格局以及管理方式等方面的创新性的思维，对指导我国社会管理创新，提高社会管理科学化水平有重要意义。
