| 摘 要： | 清洁生产是发展循环经济的基本手段,是建设资源节约型社会的基础,也是实施可持续发展战略的关键环节。实施清洁生产能够达到环境保护与经济增长的双赢,因此,必须通过立法为清洁生产的推行与实施作出制度上的保障。
