新农村治安纵横之二 农村社会治安生态系统

农村治安生态系统指由具有相互促进和制约等有机联系的社会因素构成的,能使农村治安秩序保持某种运行状态的社会系统。实行联产承包制后,农村实有人口发案率增速高于城市人口,主要是社会变迁使农村组织化程度极低,观念体系和实际制度二元并立,以至农村社会治安生态系统缺乏具有统摄力的要素,且各要素之间的良性互动减少,破坏性因素难以被抑制,系统的运行态势不稳,自我修复能力下降,容易出现恶性循环。但由于短期内不会出现有力的组织要素,所以,经济、可行、符合法制社会要求的选择是强化公安政法机关的作用,通过严格执法、规范办案的示范作用,提升现代观念和法律制度在农村的地位。

Social Order Ecology System in Rural Areas

Social order ecology system refers to a social system,which is formed of social factors with organic connection of mutual promoting and restricting roles and is able to make the social order of rural areas maintain a situation of functioning.After enforcing the system of contracted responsibility linking remuneration to output,the rate of exposed cases of rural population is higher than the urban population.But vigorous organizing factors will not occur in a short period of time.The economical and feasible choose is to enforce the roles of the organs of public security and politics and law,raise the status of modern idea and legal system in rural areas.
