试论参政党民主监督的程序缺陷问题

中国共产党领导的多党合作和政治协商制度蕴藏着政党"互相监督"政治资源。经过几十年的不断探索,参政党民主监督在政治、经济、文化和社会生活中发挥了重要作用。在现实层面,参政党民主监督运行机制的程序缺陷使参政党民主监督随意性和软弱性较大,监督效用未能充分的实现。当务之急,要建加强参政党民主监督机制的程序化建设,着力实施程序监督。

Discussions on the Procedure Problem of Democratic Supervision for Participating Parties

The multiparty cooperation and political consultation system under the leadership of the Chinese Communist Party contains the political resources of political parties’ mutual supervision.After decades of exploration,the democratic supervision of participating parties plays an important role in the political,economic,cultural and social life.In reality,the lack of procedure in democratic supervision operation mechanism of the participating parties is the arbitrary and weakness of democratic supervision.To strengthen the procedure construction of the democratic supervision mechanism and focus on the implementation of the procedure supervision are the urgent tasks at present.
