从首都高校控烟实践看北京市政府卫生行政职能的转变

在我国，大学生吸烟状况尤为严重，吸烟普遍无人劝阻，而他们作为未来中国的建设精英，控烟势在必行；北京市自1996年就提出争创无烟学校的口号，政府相关部门对高校控烟问题予以高度重视，并在控烟政策实施过程中加大对社会活动的卫生行政监督管理的力度等，高校控烟活动能否成功，关键就在于政府卫生行政职能的转变。本文通过调查和研究在京高校控烟政策的实施，探讨政府卫生行政职能的转变，具有相应的理论和实践意义。

The transformation of Beijing municipal government＇s health administrative functions from the perspective of smoke control practice of student in college and university in Beijing

College students＂ smoking status is particularly serious in China, while dissuading smoking is unusu- al. As the elite China ＂s future construction, it＇s imperative of college students＂ smoking control. Beijing propose a smoke-free school slogan since 1996. The related government departments pay more attention on tobacco control in colleges and universityes, and take intensifying supervision efforts on tobacco control policy implementation process. Whether we can succeed depends on the transformation of government administrative functions. In this paper, Through the investigation and studying the implementation of tobacco control policy in colleges and universities, this paper explore the transformation of government administrative functions, which has the theoretical and practical sig- nificance.
