建设工程招投标环节职务犯罪问题研究

建设工程招投标制度是国家采取透明化措施、降低工程建设领域职务犯罪风险的重要举措。北京大兴国际机场及新航城建设在即,一大批工程建设项目将不断上马,为确保"工程优质、干部优秀、资金安全"的实现,我们立足职务犯罪预防职能,对五年来全市检察机关查办的建设工程招投标环节职务犯罪案件进行全面分析,总结案件特点和犯罪表现形式,剖析案发原因和发展趋势,研究并提出预防对策建议,以期对新区重大工程建设项目招投标的廉政风险防控工作有所裨益。

Research on the Problem of Post Crime in the Bidding of Construction Project

Construction project bidding system is an important measure for the state to take open measures to reduce the risk of post crime in the field of engineering construction. Beijing Daxing International Airport and the new city construction in which a large number of construction projects will continue to be launched, in order to ensure the realization of"engineering quality, outstanding cadres, security funds". In view of our crime prevention function, we held an overall analysis on the duty crime cases involving bidding of construction projects over the past five years and summarized the characteristics of the cases, the form of crime, the causes and future development trends. Some the preventive countermeasures are expected to be put forward in order to promote the risk prevention and control mechanism in the bidding construction projects.
