人权保障视野下看守所医疗工作的改革研究

看守所在押人员的医疗保障工作是看守所人权落实和文明管理工作的重要内容，体现了国家对在押人员生命健康权的保护和重视，也是看守所人权创新工作的重点。目前，看守所仍存在医疗设施简陋、专业医护人员缺乏、救治与安全管理相冲突等现实问题，导致善后处理工作纷繁复杂，影响看守所的正常监管工作。因此应完善现有医疗机构和设施、引入医疗社会化模式以及尝试建立团体保险制度，争取所内外医疗与基本医疗保障和大病保险挂钩，在改革中应注意资源整合，力求节约，根据看守所现有条件因地制宜，积极探索看守所医疗改革的新思路。

A Study of the Medical Reform of Detention Houses from the Perspective of Human Right Protection

The medical security of the detainees in detention houses is both an important part of the implement of human rights and civil management. It＇ s a key point of the innovation of human rights in detention houses and embodies the nation＇ s protection and regard for the detainees＇ rights to life and health. At present, there＇ re still some problems in detention houses, such as simple and crude medical facilities, lack of medical care professionals, the conflict between treatment and security management, which leads to complicated aftertreatment and affects the normal management over the detention houses. Therefore, we should improve the present medical organs and facili- ties, introduce the socialization mode of medical treatment and try to establishment group insurance system, so as to combine the medical care inside and outside houses with the basic medical security and the insurance system for se- rious illnesses. Besides, we should pay attention to synthesizing resources, strive for thrift and explore the new idea of medical reform according to the circumstances of detention houses.
