| 摘 要： | 我国正处在改革发展的关键阶段，在当前和今后相当长一段时间内，我国经济社会发展将面临更复杂、更突出的矛盾和问题。应对这些矛盾和问题，必须以科学发展观为指导，坚持以经济建设为中心，以发展为主题，以改革为动力，促进经济社会又好又快发展。
