关于公安机关应对突发性事件预警机制的思考

突发事件的处置离不开公安机关的参与,加强公安机关预警机制建设,对及时发现危害,及时预警及控制事态起重要作用。预警机制建立主要应加强几方面的建设:建立联动预警系统,发挥公安机关在治安管理中应急信息的收集、报告、通报和评估作用;加强与信访部门的联系与沟通;坚持专门工作与走群众路线相结合的方针,推行社区警务战略;运用现代科技手段;加强公安指挥中心建设;设置分级预警信号;与媒体建立良性的运行机制;制定突发事件应急预案;加强战术训练和实战演练,提高警种间的协作配合能力。

The thoughts of the public security organs to improve early- warning mechanisms in the unforeseen events

Unforeseen events can not be separated from the disposal of the public security organs.Strengthening public security organs' early-warning mechanisms plays an important role at timely catching hazards and timely warning and controlling events.The early-warning mechanisms should be established to strengthen several aspects:the establishment of the linkage early-warning systems,the functions of the public security organs in the emergency response information collecting,reporting,notifying and assessing;strengthening the linkages and communication with the Letters and Visits sector;implementing community policing strategies throught combining the specialized work and the mass line;using modern scientific and technological means;strengthening the construction of Public Security Control center;setting up early-warning signal classification,and establishing benign operation mechanism with the media;developing emergency predetermined plan for emergencies;strengthening tactical exercises,improving the capacity of cooperation and coordination between police.
