| Abstract: | In the socialist harmonious society, the reform and innovation of Chinese government shall follow four musts： first, it must be based on the national conditions and give top priority to the national interest ; second, it must follow the progressive principle and make a balance of the interest; third, it must oppose bureaucratism and advocate public interest over self - interest; fourth, it must be highly concerned about people Is livelihood and put people＇s interest above everything. |
