| 摘 要： | 手机短信诈骗案件具有隐蔽性强、危害性大、案件证据获取难等特点。我国在应对此类新型案件的工作中存在通讯运营商对短信业务监管的缺失、金融部门对银行卡的管理缺失、公安机关管理打击的缺失以及相关法律的制定和执行的缺失等问题。为此,应提高公众群体的识别能力;相关行业要增强社会责任,加强本行业的业务监管;政府部门的工作要体现以民为本的精神,筑起综合治理的共同体。

| Abstract: | The short message chicane cases are the new types of chicane cases happened currently in our country.These cases have characteristic of strong invisibility,enormous hazard,difficult to get the proofs,etc.To deal with the short message chicane cases has exposed the work deletion of the related department,the deletion of the related law establishment and implement.We should lay emphasis on the short message chicane cases and promote it positively. |
