| 摘 要： | 社会福利是我国社会保障制度的一个组成部分,目前存在的主要问题是资金短缺,发展缓慢,覆盖面小,供求矛盾突出,设施差,社会化程度低,经济效益差等.对这些问题应通过转变政府职能,加快社会化过程,构建社会福利制度,实现法制化和专业化等方面来解决.

| Abstract: | Social welfare, part of China's national social security system, is now faced with such problems as shortage of funds, low-speed development, limited areas of coverage, sharp contradiction between offering and demanding, poor equipment, low level of socialization and poor economic benefits. To solve those problems needs to take such measures as transforming government functions, accelerating the process of socialization, establishing the system of social welfare, setting up legal system and carrying out specialization. |
