| Abstract: | The technological achievements transformation and technological transfer are two concepts crossing with each other. This paper reveals the difference in relevant scientific laws and policies between western industrialized countries and China through comparison of the two concepts, pointing out the necessity and direction for the government to transform the technological achievements in market economy. |
