关于社区警务建设的理性思考

今年 6月上旬 ,省公安厅在全省公安派出所工作会议上就云南社区警务建设作了相应部署 ,这是对派出所工作改革的深化 ,是在总结中外警务工作经验教训的基础上对我国城市社区发展需要所进行的重大警务改革 ,是加强公安基层基础工作 ,提高公安机关控制和驾驭社会治安能力的有力措施 ,其意义十分重大。笔者的体会包括 :一是关于社区警务建设的几个概念 ;二是指出和实施社区警务建设的主要依据 ;三是社区警务建设的基本要求和主要内容 ;四是实施社区警务建设的几个相关问题 ;五是加强社区警务建设的领导。

Rational Views on the Construction of Community Policing

Community policing construction in Yunnan Province has been arranged by Yunnan Provincial Public Security Bureau at the meeting about the work of police station, which enhance the reform for the work of police station and the improvement of city community based on the previous experience from home and abroad. Meanwhile the construction embodies its momentous significance in developing the work of grass-roots public security organs and the control ability to the public security.My views on it are as followed: several definitions on the construction of community policing; main foundation for suggesting and carring out it; necessary requivement and contents; related problems in carring out it; improving the leading.
