公安执法监督体制的缺陷与改革

公安监督体制是公安监督工作正常运行的保证 ,完善监督体制是建立有效监督机制的核心问题。当前 ,公安执法监督体制存在的缺陷 :(一 )公安机关内部监督体制不顺 ,严重制约公安执法监督工作 ;(二 )外部监督体系不健全 ,监督权力配置不尽合理。建议改革公安执法监督体制 ,建立以人民代表大会监督为中心 ,外部监督为主 ,内外监督相结合的监督体制。

Defects and Reform on Supervision System in Law Enforcement

Supervision system in public security organs can make sure the work of supervision, therefore, the improvement of supervision system is the center of establishing the effective system. Defects in the system include the following points: weak inside supervision system; incomplete outside system and unreasonable rights distribution. So, a kind of system centered on the supervision from the National People's Congress, taken outside supervision as main part and combined with inside one has to be set up.
