| 摘 要： | 胡锦涛同志在党的十七大报告中明确提出，要建设高素质的领导班子和高素质的公务员队伍，这对于带领全国人民圆满完成十七大制定的各项目标任务具有十分重要的意义。作为带领这支队伍的各级领导班子的“一把手”的综合素质即“总揽”本领如何尤为重要。总揽必须有度、科学、有效。

| Abstract: | While making report at the CPC's 17th national congress,Mr HU Jin-tao stated that building leading teams and government servants of high quality is of great significance since this will help them lead the masses to accomplish all the goals and tasks set at the 17th congress.Under this situation,the ability of assuming overall responsibility,which is the general quality of the top leader of each unit,is especially important.Assuming overall responsibility should be done in a proper,scientific and efficient way. |
