党的十六大报告提出,中国共产党是中国工人阶级的先锋队,同时是中国人民和中华民族的先锋队,这是在党的性质上体现了党的阶级基础和群众基础的统一.第二个先锋队是第一个先锋队的必然要求和题中应有之义,是继承和创新的统一.党的十六大报告提出,重点在工人、农民、知识分子、军人、干部中发展党员,同时吸收其他社会阶层的先进分子入党,这是一个完整、统一的方针,既避免了历史上的关门主义,又同"全民党"划清了界限."两个基础"不能分离,只顾一方面,不顾另一方面,都不利于党的建设和实现党的奋斗目标.
