| 摘 要： | 进入新世纪新阶段，中国政府改革如何定位，是摆在我们面前的一个重要问题。当代中国，市场经济体系不完善，社会自治能力低下，政府管理中存在的问题以及构建和谐社会的目标，要求政府改革以建设有为政府为取向。构建有为政府的途径主要包括合理界定政府职能，提升政府机构能力，推进行政法治。改进政府管理方式等方面，以期有利于当代中国政府改革的实践。
