| 摘 要： | 服务型政府，就是在公民本位和社会本位理念的指导下，在整个社会民主秩序的框架下，通过法定程序，按照公民意志组建起来的以为公民服务为宗旨并承担着服务责任的政府。当前，对于如何建设服务型政府，很多学者纷纷发表自己的观点，仁者见仁，智者见智。行政领导者是政府建设的一个重要内因，内因在事物发展过程中具有决定作用。因此，从行政领导者的角度对服务型政府建设进行研究，具有重要意义。
