论后新公共管理的局限性

后新公共管理是新公共管理的继承者和修正者，但并未真正超越新公共管理。在理论预设、理论主张以及实践中存在一定的局限性，这些局限最关键之处在于理论预设方面存在不足。后新公共管理与新公共管理尽管具体理论主张上有不同，但背后坚持的都是技术主义和管理主义，本质上都是一种以理性建构为中心、以结构主义为特点的思维模式及其话语体系，它的创新性有限，不可能从根本上彻底地解决公共行政的问题；从行政思想史的角度考察，后新公共管理很难成为新的公共行政学范式。

Limitations of the Post-New Public Management

As the successor and amendment of the new public management,Post-New public management did not really go beyond new public management.There are some limitations in the theory of premise,the theoretical ideas and practice,the most critical one of these limitations is the premise of theory.Investigated from the perspective of the administrative history of ideas,Post-New public management is difficult to become a paradigm of new Public Administration.
