政策试点的实验主义治理逻辑与转型进路

区域性政策实验作为回应不确定性的实验主义治理模式逐渐成为全球趋势。中国以政策试点为触媒的政策实验模式,嵌入到纵横交织的府际关系网络,凸显了独具特色的政府治理逻辑。紧扣当前把我国制度优势更好转化为国家治理效能的新时代导向,应从加强顶层设计、实现系统治理的战略高度,推动政策试点由实验主义治理范式向设计主义治理范式平顺转换,克服试点过程中长期存在的政策碎片化、样板同质化、有限外推性等问题,以最大限度地提升政策试点的治理效能。

Experimentalist Governance Logic and Transformation Approach of Policy Pilot

As an experimentalist governance model that responds to the uncertainty,regional policy experiment has gradually become a global trend.China′s policy experiment model with policy pilot as the accelerant is embedded in the intergovernmental network,highlighting the unique logic of government governance.To better promote the transformation of our institutional advantages to governance effectiveness,we should strengthen top-level design and implementing governance with systematic measures from the strategic height,promote the smooth transformation of policy pilot from experimentalist governance paradigm to design-based governance paradigm and overcome the problems of policy fragmentation,model homogenization and limited generalization in the pilot process,so as to maximize the governance effectiveness of policy pilot.
