村级治理行政化的演化过程与治理效果--基于苏北C镇调研的分析

为了回应顶层设计的要求,压力型体制驱动下的县乡政权只能选择将中心工作常规化。在完成中心工作的过程中,乡镇政府扩展了一线行政链条,将村级组织改造为类似于公共服务站所的治理单元,把村干部规训成为基层行政体系中的廉价雇员。这虽有助于缓解治理压力,却削弱了村级治理的回应性、公共性。村级治理的加速行政化,表明国家基础性权力的扩充具有表象性,乡村治理能力建设依然处在单向度的“行政下乡”阶段。实现乡村振兴,需要优化乡村权力的组织网络,激活简约主义的治理传统,强化公共资源配置的协商民主,在实践中探寻实现乡村治理新目标的有效方案。

The Evolution and Effect of Village-level Administration: Based on the Analysis of Town C in Northern Jiangsu Province

In order to respond to the requirements of the top-level design,the county and township government driven by the pressure system can only choose to standardize the central work.In the process of completing the central work,the township government has expanded the front-line administrative chain and transformed the village-level organization into a governance unit similar to the public service center.Village officials have been disciplined to be cheap employees in the primary-level administrative system.Although helping to alleviate the pressure of governance,it has also weakened the responsiveness and publicity of village governance.Accelerated administration of village-level governance shows that the expansion of the infrastructural power of the state is figurative,and the rural governance capacity is still in the stage of one-way"administrative penetration into the countryside".To realize rural vitalization,we need to optimize the organizational network of rural power,activate the governance tradition of minimalism,strengthen the deliberative democracy in public resources allocation,and explore effective solutions to achieve the new goal of rural governance in practice.
