党员干部联系服务群众机制建设研究综述

党员干部如何把联系服务群众、做好群众工作作为核心任务和基本职责,建立健全党员干部联系服务群众的机制,成为理论界研究的热点问题。近五年学术界从多个角度、不同方面对此展开了一定的研究并且取得了丰硕的成果,包括三个方面:党员干部联系服务群众机制建设的必要性、存在问题和原因以及采取的措施。采取的措施是党员干部联系服务群众机制建设的重点问题,通过建立健全教育培训机制、民意畅通机制、监督约束机制及激励评价机制,实现党员干部联系群众的主动性、针对性、实效性及规范化,这是新时期提升党建科学化水平的根本要求。

Mechanism Construction of the Party Members Contacting and Serving the Masses

It has been a hot issue in academic research for the cadres of the Party members to well contact and serve the masses,to treat doing good masses work as the core tasks and basic duty,and to establish and improve the mechanism of contacting and serving the masses.In recent five years,the academic circles have made some researches from many angles and aspects and have made fruitful results.They include three aspects：the necessity of the mechanism construction of the cadres contacting and serving the masses,the existing problems and the measures.The mechanism is very important.In the new period,enhancing the scientific level of the Party Construction request that educating and training mechanism,the public opinion supervision mechanism,the smooth constraint mechanism and incentive evaluation mechanism should be established and improved,to realize the initiative,pertinence,effectiveness and standardization.
