涉外群体性事件的预防与处置

涉外群体性事件具有涉外性、政治性、敏感性和复杂性等特点。当前,涉外群体性事件呈数量增多、地域更广、领域更宽、突发性更强、受操纵性更高的发展趋势。在防范和处置涉外群体性事件的过程中,应该考虑坚持三个原则,既维护主权与维护稳定相结合的原则、预警防范与果断处置相结合的原则、讲究策略与依法查处相结合的原则;应该把握三个重点:一是防止因对外国人的管理不到位,出现失控、漏管;二是防止因执法不到位,出现矛盾激化和被人操纵、利用;三是防止因预案准备不到位,出现事态严重化和失控。

A Study on Preventing and Dealing with International Group Events

International group events are characterized with the nature of being international,political,sensitive and complicated.At present,they have a trend of happening more,spreading in wider regions and fields,occurring more suddenly as well as being more strongly controlled.While preventing and dealing with international group events,three principles must be insisted on,namely the principle of integrating maintaining sovereignty and stability,the principle of integrating preventing and resolute disposing,the principle of integrating stressing strategies and legal handling;Three emphases must be assured,namely to effectively manage foreigners to avoid losing control,to efficaciously enforce law to avoid contradiction intensification and being taken advantage of,and to prevent becoming more serious and losing control resulted from ineffective preparation.
