| 摘 要： | 按照现代社会和法治政府的要求，非政府组织在我们的经济社会生活中发挥越来越重要的作用。但是，在我国长期形成的和政府“姻亲一家”、纷繁芜杂，使得“事业单位”在行政许可法出台以后，特别是在以法治政府为目标进行政治改革的今天，面临着“断脐”和“独立”的社会状况，该何去何从？本文以行政许可法为依据，遵循法治原则，对治理观念下非政府组织的发展进行了探索。
