| 摘 要： | 共同管理的基本意蕴就是建立在两岸共同市场、共同利益和认同之上的协同合作,是由社会中多元的独立行为主体通过相互博弈、相互调适、共同参与合作而形成的多元化的公共事务管理制度或模式。在平潭未来的现实推进中,应借由三大部门的社会主体,即国家系统（政府组织、政党机构）、市场系统（企业组织）、民间系统（社会组织）,基于一定的行动规则,在各个层面展开不同程度的互动,并为各类社会角色的参与提供具体路径和可能性。

| Abstract: | The basic meaning of joint management is a co-operation building on common market, corn mon interests and identification between both sides of the straits and is a pluralistic management system of public affairs which is formed by gaming, adjusting, participating and cooperating among diversified and in dependent subjects.
