关于提升公安机关小案侦破能力的思考

当前,以盗窃、抢劫、抢夺、诈骗为代表的多发性侵财型小案既是影响刑事犯罪总量的主要因素,更是事关社会治安大局的重要因素。面对小案破案水平整体不高的实际情况,公安部适时提出了"既要破大案,又要管小案"的刑侦工作理念,要求公安机关要充分借助信息化手段,以机制建设为抓手,从加强情报信息、推行"网上作战"等方面全面提升小案侦破能力,维护人民群众的切身利益。
