| 摘 要： | ＂乌鲁木齐市容保洁员有了行政处罚权,可处小额罚款＂。这一新闻已成为日前各大媒体报导的焦点。保洁员不是协管员而是执法人员,其权力来源于行政委托。保洁员的执法能力较为薄弱,应完善行政执法程序,规范行政执法环节及步骤,健全保洁员的执法监督机制和考核机制,以有效提高保洁员在城市管理中所起到的积极作用。

| Abstract: | Recently the news that urban cleaners of Urumqi possess the administration punishment right and can fine with small sum,has become the focus in local media.The urban cleaners are not assistants,but law enforcement administrators.The rights comes from administration entrust.Their law-enforcement capabilities are comparative weaker.The law enforcement procedure should be perfected.The administration process should be regulated.Perfect the supervision and assessment mechanisms to promote the positive functions... |
