| 摘 要： | 国发[2012]2号文件给贵州发展带来前所未有的机遇。贯彻国发2号文件,必须辩证把握省情的恒量特征和变量特征,准确理解国发2号文件对贵州发展的多元战略定位,系统谋划多维度的赶超方略。要坚持以转变发展方式为主线的科学发展,强调以打造区域特色为重点的协调发展,突出以民生目标为终极关怀的和谐发展,彰显以贵州速度为模式标记的赶超发展。
