摘    要:劳动力市场可以分为传统就业市场和现代核心就业市场两个类型。传统就业市场以劳资双方的隔阂和难以沟通为典型特征。现代核心就业市场以现代HRM管理方式为基础和以ICT技术为沟通手段。中韩企业中都存在建立独立工会的巨大潜在压力,但是从核心就业的思路出发,经过政府、企业和员工三方的努力,两国都可以找到促进企业创新实现企业和谐发展的工会运作新路径。

Abstract:Labor market can be grouped into traditional employment market and modern core-employment market. The former is featured with misunderstandings and hard to communicate between employer and employees within a firm but the latter has changed greatly because of the modern human resources management and widely-used ICT. Both Chinese and North Korean businesses suffer from the potential pressure of building independent trade unions but from the perspective of the core-employment, both countries can find a new way for the operation of trade unions which will improve the business innovation and realize a harmonious development of businesses.
