摘    要:用人公平是干部人事工作中人们比较关注的焦点问题,只有深化干部人事制度改革,这一问题才能得到真正的解决。这就要求积极探索党政干部分类管理的路子;促进干部选拔任用工作的制度化、科学化;健全完善促进干部年轻化的相关制度;按照权责对等原则界定"一把手"用人权,不断健全干部选拔任用责任追究制度;畅通干部"出口",大胆探索职位聘任制;加强公务员轮岗交流力度;确立科学公正的选人用人导向。

Initiating Cadre Personnel System Reform to Promote Employment Equality

Abstract:Employment equality is the most important issue facing cadre human resources department. It can only be resolved by deploying a complete and through cadre personnel system reform. The reform aims to restructure the hiring and promotional process by institutionalize the procedure, making the process scientific, adhere to the doctrine to promote youthful cadre candidates, abolish the old practice of choosing candidates by superiors, emphasis accountability, and streamline internal transfer procedure for civil servants
