社会主义和谐社会的本质及实践要求——学习十七大报告体会

社会主义和谐社会的本质是以人为本推进人的全面发展。这一方面体现了社会主义的本质，另一方面揭示了社会主义和谐社会的基本特征，同时还体现了社会主义和谐社会构建目标与过程的统一。科学界定社会主义和谐社会的本质具有重要的实践意义，既解决了建设社会主义和谐社会的主体问题，又解决了建设社会主义和谐社会的价值取向问题。它要求公安机关在实践中必须革新执法理念，实现由“管理型”向“服务型”的转变；必须公正执法，合理运用行政和刑罚手段化解社会矛盾；必须尊重和保障人权，做到既依法打击犯罪，又确保不侵犯人权。

On the other hand, it reveals the basic characteristics of a harmonious socialist society. What＇s more, it also indicates the unity of the goal and process of building a harmonious socialist society. To define the nature of a harmonious socialist society scientifically is of great practical importance, which concerns not only the principal matter but also the value orientation of building a harmonious socialist society. As a result, it makes the requirements that the judicial authority should update the concept of law enforcement, making the change of style from monitoring the people to serving the people possible; they should adhere to just law enforcement, trying to regulate and settle social contradictions by means of administration and punishment in a reasonable way. In addition, they must make sure that human rights enjoy concrete and thorough respect and guarantee. Thus severe punishment will be given to each criminal and violation of human rights must be avoided at the same time.
