| 摘 要： | 电话监听的出现对侦查机关打击和惩罚犯罪起着十分重要的作用,但是另一方面,监听的采用又严重侵犯了公民的隐私权,因此各国都对电话监听规定了严格的法律程序,以防止侦查机关过度侵害公民权利,我国的刑事诉讼立法对电话监听缺乏明确规定,应当加以改进。

| Abstract: | Telecommunication Monitoring has been playing an important role in investigating crimes.But it also infringes on the civil right of privacy.So it has been regulated strictly all over the world to prevent the investigation organ from violating the civilrights excessively.There is no clear regulation in the Chinese criminal litigation system, and this condition need to be improved. |
