论技术性贸易壁垒的成因及我国的对策

随着经济全球化和贸易自由化的发展,关税壁垒逐步弱化,一些发达国家凭借其科技、管理、环保的优势,以“保护环境、保护人类健康”为由,设置以技术法规、标准、合格评定程序为主要内容的技术性贸易壁垒。这种壁垒表面上看有其合理性,但真正推动其被普遍实施的动力在于通过抬高市场准入门槛或市场准入费用来保护本国的产品和市场不受进口产品的冲击。技术性贸易壁垒内容复杂、隐蔽性强、扩散效应大、影响面广,已经成为我国出口发展的最大障碍。我国应当从政府、企业及行业协会的各自职能入手,发挥不同功效应对歧视性的技术性贸易壁垒。

Consideration on the Reasons of the Technical Barriers to Trade and Our Counter-measures

With the development of ec onomic glo balization,the trade liberalization and the weakening of the tax bar riers to trade,some developed countries,by force of their advant ages of the t echnique,management and the environmental protection,e mphasize so -called p rotection of th e environment and the health',and set up kinds of technical bar riers to trade in the form of technical regula tions and codes.The barriers,ap -parently reasonable,are substanti al to limit the import of foreign good s to protect the local market by blocking import and increasing its c ost.TBT,char acterized by the compl icated content,concealment,im-merse effect,has become the most serious barriers to our enterprises.We must find measures from the en -terprises,government and guild to b reak up the barriers.
