| 摘 要： | 自由贸易区建设,是我国顺应世界经济全球化、区域发展一体化潮流,以扩大对外开放为基础,内促改革发展、外促合作共赢的重大战略举措。阿拉伯和伊斯兰国家高度重视同中国的合作。但相比较而言,中阿自由贸易区建设进展缓慢。就结构而言,中阿自贸区建设有"三大合作圈"。发挥宁夏在中阿自贸区建设中的桥头堡作用,可考虑实施"三步走战略",即从申请建立出口加工区为突破口,并由此逐步向保税区、自由贸易区过渡。
