| Abstract: | Sort out the evolution process of Transborder Data Flows(TDF)from the perspective of technological development,target and conceptual terms,and grasp the TDF from the three dimensions of"data","cross-border"and"flow"respectively connotation and extension.It is found that data crossing national borders is not a necessary link for TDF,and cross-border access without geographical location transfer can also achieve the effect of data being controlled by foreign agents.Furthermore,TDF is defined as a country’s non-public machine-readable data,which can be controlled or processed by foreign parties,and the general principles of TDF are outlined accordingly. |
