| 摘 要： | 信访制度是国家的一项基本民主制度，也是国家法律制度的有机组成部分。在建设法治国家与构建和谐社会的历史背景下，对信访制度进行必要的反思和制度创新，有利于让信访制度走出困局，也让上访者走出窘境。
