| 摘 要： | 政府的性质和政府与公民的关系决定了服务是政府的天职,法律的本质决定了执法是政府服务的基本方式。服务与执法目标和本质一致,二者相互依存、互为条件、相辅相成。服务与执法统一的基础是公民本位或人民本位的行政价值观。

| Abstract: | In the gift of governmental attribution and relationship between government and people,service is government vocation; also in the gift of juristic nature,enforcing law is the basic manner of government service.In terms of objective and substance,service and law enforcement are in agreement,which find expression in co-existence,mutual condition,complement each other.The unified headspring of service and law enforcement comes from administrative values of taking citizen as basis and taking people as basis. |
