我国中小学和幼儿园安全问题及其对策

我国党和政府虽然历来十分重视中小学和幼儿园的安全问题,但由于各种原因,我国中小学和幼儿园安全工作机制尚不完善,在政府监管职责、学校自我管理、安全教育培训、校园处置突发事件预案的编制和演练等方面还存在相当多的问题,校园不稳定因素和事故隐患不能及时排查和处理,各种刑事案件和治安责任事故频繁发生。因此,进一步理顺政府监管渠道,明确单位安全管理职责,完善校园安全立法,建立健全中小学和幼儿园安全长效管理机制,运用法律的、行政的、社会的管理手段对校园安全进行综合治理,构建校园安全防控体系,是解决当前中小学和幼儿园安全问题的基本途径。

Security Problems and Countermeasures in Kindergartens, Elementary and Secondary Schools in China

The Chinese government has always been laying great stress on the security of kindergartens, elementary and secondary schools. Due to various reasons, the working mechanism for security in kindergartens, elementary and secondary schools is incomplete and there still exist many problems in many aspects such as defining the supervising duty of the government, strengthening the self --management of different schools, formulating and drilling of schemes for emergencies, etc. Instabilities and accident potentials can not be eliminated timely which cause various criminal cases and public order accidents. Therefore, a long--term administration mechanism should be set up which incorporates legal, administrative and social measures to conduct a comprehensive administration on campus to create a prevention and control system for security on campus.
