流动人口概念之我见

有关流动人口概念的内涵与外延,理论界和实际部门大多是站在流入地的角度来表述的,也有少数是站在流出地、流出地与流入地相结合的角度加以阐释的.本文认为,流动人口是指出于某种动机和目的,在一定时间内有着空间位移行为,但没有发生定居事件的移动人口.只有从流出地与流入地相结合的角度来界定流动人口概念,才能更准确地说明流动人口的实际状况,从而提出有针对性的宏观管理对策.

On the Concept of Floating People

With reference to the connotations and denotations of the concept of floating people, they are explained, in the theoretical circle and the departments concerned, mainly from the place of influx. Some people have them stated from the place of discharge and its combination with place of influx. According to the author of this essay, floating people refer to those who, out of certain motivations and purposes, have displaced themselves during a certain time period but have not resided in a certain place. Only with the combination of place of influx and place of discharge can the concept of floating people be properly defined, and thus its actual situation can be more precisely known so as to help realize the macro-control of floating people.
