和谐宪政——美好社会的理念与制度

积极、稳妥地推进宪政体制的改革能够为建构和谐社会打下坚实的制度性基础和基本框架。彻底改革中国城乡二元管理体制，在宪法和宪政的基础上整合人为的社会断裂结构，并且努力建构和实现一个多元的社会结构，包括重新认识和评价社会组织、团体在社会和国家生活中的重要地位和作用；重视对社团管理、引导和指导；大力加强、加快“社团”立法，积极促进政府与“社团”的良性互动，以及改革和加强人民代表大会制度，使各级国家权力机关变成真正的民意代表机关；应当对各级人民代表大会的成员构成进行大力的调整，在各级人民代表大会内设立和实行“督察专员制度”和“人民监督委员会制度”，并建立“反应与选择”的机制。

Constitutionalism in harmony theory and system of perfect society

Advancing positively and stablely the reformation can lay a solid foundation and basic framework of harmonious society.We need a thorough reform of the Chinese urban and rural management system and integrate the contrive rupture of social structure on the basis of constitution and constitutionalism.We should endeavour to contruct and realize a plural social structure which comprise fresh realization and evaluation of social organizations in the society and the state.Pay more attention to adjusting and directing social organizations.Strenthen and accelerate the legislation and the cooperation between social organizations and the government.Reform and strenthen the People's Congress system to make organs of state power at all levels be actual representive organs.We should adjust the constitution of People's Congress.At all levels of People's Congress a "inspectors system" and a "people's supervision committee system" should be established,and a " response and selection mechanism" as well.
