人权问题简论

人权最早是作为神权的对立物而出现的,资产阶级人权观以"天赋人权"唯心史观为理论依据,以个人主义为核心,以争取本阶级权利为本质,是资产阶级反对封建特权的锐利武器,曾起过历史的进步作用.人权的内容随着历史的发展而不断丰富,本世纪初社会主义制度的建立使人权的性质有了根本变化,第三世界的崛起推动了人权标准的多样化,集体权、生存权、发展权正被广泛认同.西方国家为维护霸权需要,抛出"新人权观",鼓吹"人权高于主权",为侵略他国主权制造借口.邓小平发展了马克思主义人权理论,提出了维护多数人权利的进步人权观,并在改革开放的实践中取得了巨大成就.在人权问题上的正确态度,应是承认差异,共同发展.

A Brief Study of Human Rights

The concept of human rights firstly appeared as the opposite counterpart of divine rights, based on the idealistic view of history, focusing on individualism as its core, searching for its Class's interests as the purpose, the outlook of capitalist class's human rights had ever been the very sharp weapon in the fighting against feudalist priority. The contents of human rights grow more aboundant as the development of history. Substantial changes have taken place in the essence of human rights after the establishment of socialist system at the beginning of the 20th century. That the rising of "the Third World" enforces the diversifying of the standards of human rights, the right of the collective, the right of survival, the right of development, all these concepts have popularly been identified. The so called "New Outlook of Human Rights" put forward by some Western countries so as to keep their supremacy, saying that "human rights are above sovereign rights". They are proposing excuse for their invasion into other countries. Deng Xiaoping developed the theory of human rights inMarxism, he put forward the advanced outlook of human rights to protect the rights of most people, and made great accomplishments in the practice of reform and being open to the world.
