公务员激励机制中行政文化的塑造

摘    要:行政文化同公务员激励机制相结合,将精神激励融于制度设计之中,是由于行政文化同公务员激励机制间的显性链接,以及公务员激励机制向行政文化求解的隐性链接共同作用的结果。为求行政文化更好地配合公务员激励机制,发挥其对公务员的激励效应,必须秉承传统行政文化中优秀思想,努力培育积极的行政心理,加强行政道德制度化建设。

Abstract:The administrative culture can join the incentive mechanism of civil servants. And it merges the spirit incentive into the system design. All this is a joint effective result to forge visible links with the administrative culture and incentive mechanism of civil servants and invisible links with the civil servants' incentive mechanism's finding a solution for the administrative culture. In order to make the administrative culture match the incentive mechanism of civil servants better, we must receive the outstanding thought in the traditional administrative culture, make every effort to cultivate the positive administrative psychology and strengthen the systematization construction of administrative morals.
