| 摘 要： | 党的十六届四中全会提出“加强社会建设和管理，推进社会体制创新”的要求。加强社会建设就是要建立和综合利用一套健全的社会机制，实现社会的经济、政治、文化和社会事业乖谐有序地发展，构建全体人民各尽其能、各得其所的和谐社会。

| Abstract: | The 4th Plenary Session of the 16th CPC Central Committee advanced the requirements to strengthen social construction and management, and to accelerate social system innovation. To strengthen social construction is to establish and employ a set of sound social mechanisms comprehensively, to achieve harmonious and orderly development of economy, politics, culture and social businesses, and to build a harmonious society in which all people do their best according to their abilities and get what they deserve. |
