At present, there will be a big shortage on the payment existing in the social security, and the operation efficiency is low, it is in urgent need of perfection and solution, if we want to ascertain the proportion on the capital investment between the central finance and local finance in reasonable way, we should reduce the burden of the central finance; the central finance should enlarge the capital input on the social security appropriately; by way of perfecting the measures of the social security, for instance, we should master the information of all the personnel who take part in the social security and strengthen the supervisions and management on the condition of performing the social security, and we should arrange the flow direction of the funds in an efficient and reasonable way.
