西部人才政策六大外部负效应探析

摘    要:人才是实现西部大开发战略的关键因素,为此,国家和西部地方政府制定了许多优惠的人才政策。然而,这些吸引和培养人才的公共政策在极大促进西部人才开发的同时,也带来了部分不容忽视的外部负效应。矫正这些外部负效应,并提出相应的对策和建议已迫在眉睫。

Abstract:The talent is the significant factor in the West Exploiture strategy, therefore, the central government and the local governments have worked out many favorable talent policies. Having analyzing those policies, this article thinks that those policies have brought in some external negative effects, although they have greatly improved the talent exploiture in the west of China. In the end, this article puts forward some relative countermeasures and suggestions.
