论黑社会性质组织的概念

在我国,黑社会性质组织犯罪仍处于活跃期,犯罪的破坏性不断加大。当前乃至今后相当长一个时期公安机关的一个重要任务仍是严厉打击黑社会性质组织犯罪,遏制并最大限度地减少黑社会性质组织犯罪案件的发生。但目前理论界、实务部门对黑社会性质组织的概念的理解还不尽相同。因此,科学界定黑社会性质组织的概念,区分黑社会性质组织概念和其他相关概念,对有效打击黑社会性质组织犯罪能发挥重要的作用。
