西部非公有制经济发展的制约因素及其化解对策研究

在经济转轨时期,非公有制经济在相当大的程度上承担着整个社会经济组织重构的重任,但目前我国西部地区非公有制经济发育迟缓、市场竞争力弱,这种状况对西部地区深化改革和加快发展极其不利。为此,文章从文化观念、体制转轨及其路径选择等方面分析了制约西部地区非公有制经济发展的深层次原因,并据此提出了积极推进在西部树立新的非公有制经济观念、积极推进西部地区的体制改革等化解对策。

Restraints on the Development of the Non-Public Sector in the Western Region and Countermeasures

During the period of economy transition, to a certain extent non-public sector takes on heavy responsibilities for reconstruction of economic organizations.The article gives an analysis of the deep causes of the underdevelopment of non-public sector in the western region from the angles of the cultural concept, system transition and development path choice,and presents some countermeasures:be active in helping people foster a new concept of non-public sector and in promoting the reform of the systems in the western region.
